Are car rental agencies (and cars) located onsite at the Portland Airport OR do you have to take a shuttle to an offsite location?
I generally rent from Hertz. Thanks!

They are in a section of the parking garage which is just across the drop off area in front of the terminal. All under cover if it is raining. Maybe a one minute walk if you go backwards.
